Yes, I think that's true. Whether it will be enforced uniformly across all races….well, that's another thing. Here are the new technical regs:

Look at Section 8, Dress:

 

"When competing in time trials competitors with silver membership and above must wear registered club colours."

This came up at the track league earlier in the year - one official raised it with some riders but after some clarification the next week it was considered to be an overly harsh interpretation of the rules so in practice the enforcement was more relaxed. Old designs (with the same colours) are fine for normal racing, but the rules would potentially be applied more strictly for national championships. Might be different for TTs of course!

A rule preventing riders from wearing old club kit isn't anything new. I'm almost positive there was a clause in the 2015 edition of the technical regs which outlawed old designs. It was just never enforced. We'll have to see what happens this year.
