can fees be paid in cash?

Does anyone know anything about this event? I saw an article about it in Procycling Dec'03 and have thought about training up for next years event, any help would be appreciated & just to let you all know, i dont do this cold winter stuff, i stick to the turbo & the mountains @ this time of year. Also, if anyone is looking for anyone for a TTT i'll probably be avaliable & with my new car can go almost anywhere.
