The TLI agm today went swimmingly, but then someone pointed out that we were meant to be a cycling organisation.

 

The main outcomes where:-

 

No increase in membership fees

 

Scottish Region (tyneside goes to Yorkshire and Durham region, solway bit ditched from the title, cumbrians can become honarary scots if they wish)

 

Day member fees to be £3 for on road events (including TT's) and £1 for off road (including closed circuit road events)

 

£1 insurance levy on all entries (under 19s exempt)(see also affiliated clubs below)

 

Club affiliation possible for Scottish clubs see below:-

 

Affiliation of Scottish Clubs and Confined to club Time Trials

 

Background: -

 

CTT (RTTC) does not operate in Scotland where SC (SCU), in partnership with BC (BCF) has been the governing body for all branches of the sport. Club time trials, therefore come under SC/BC rules in Scotland.

 

Recently SC/BC have clarified the definition of club members allowed to ride confined to club events such that second claim members of a club would be excluded. This has proved to be problematic for several clubs.

 

This proposal is intended to offer these clubs an alternative route for organising their club time trials.

These events typically have a relatively small entry, and are held at times and locations with low traffic flows, therefore represent a low risk against 3rd party claims.

 

Proposal: - That the following rules should be added to the rules of TLI.

 

Club Affiliation (Scottish Clubs)

 

Scottish cycling clubs may affiliate to TLI on payment of an annual fee to be determined at the TLI AGM.

 

Affiliated clubs shall nominate a TLI contact person who will be given the full benefits of an individual member of TLI.

 

Affiliated clubs may enrol TLI “Affiliated Members†for an annual fee per member to be determined by the TLI AGM . Affiliated members will not be entitled to a free handbook or race licence. (the affiliated member fee shall be deducted from the fee due should an affiliated member apply for full membership.)

 

The club TLI contact shall provide the names addresses and contact details of all affiliated members together with the fees to the regional secretary within two weeks of enrolment. The regional Secretary will include these details and the full fee in the quarterly returns to the National Treasurer

 

Affiliated Clubs, Confined Events

 

Affiliated clubs may promote time trials confined to their own members and subject to the normal rules of TLI with the following exceptions: -

 

i) No rider insurance levy shall apply.

 

ii) Affiliated members will be classed as TLI members for their own clubs confined events and will not be required to pay a day membership levy.

 

The Club Contact Person will be deemed to be the organiser of all of the clubs confined events and shall submit event details to the Regional Secretary in advance. The contact person shall ensure that all other TLI rules are complied with (Police permission, safety arrangements etc). The details of all proposed confined events must be submitted via the regional secretary to the national secretary and an insurance cover note will be issued.

 

Club confined events shall have a maximum entry of 40 and shall avoid roads with high traffic flows

 

The term “Club Member†means all club members, regardless of their membership of other clubs.

 

Notes: -

Fees for 2005 shall be: - Club Affiliation £30…., Affiliated Member …£5…

 

Club members who are full TLI members will be able to compete in confined events without paying the affiliated member’s fee. Club members who are neither TLI members nor affiliated members can still take part on payment of the day membership fee (and if they complete the day membership form).

 

Affiliated clubs should be reminded that TLI insurance only covers events and not other club activities.
